A study for creating social employment and improving social enterprise

Abstract
Social employment projects can contribute to reducing poverty among the unemployed poor, curbing the costs of the poor via expanding social services, and increasing decent employment by creating a social services market. The aim of this study looks into ways to reinforce and better evaluate social employment projects and to improve social enterprises. Some of the results of this study are as follows.
First, the number of those in need of support from social employment projects is estimated to be 658 thousand, among which 470 thousand are thought to be able to create high-quality services. Second, as a result of a survey conducted on social enterprises, it is found that the current social employment projects should be integrated or reorganized over time in a stepwise fashion. Also, support for those in competition with the market should be based on prudent evaluation. Third, this study makes it clear that what matters most in social employment is whether they can create benefits and therefore provide the workers with appropriate income. Fourth, legislation regarding social enterprises should be based on the scale of social employment creation policies, taking into account the need to balance such policies with program-based project units.
The results of this study will be useful for charting the basic direction of social employment creation policies, providing implications for future thoughts on ways to institutionalize social enterprises.
